Can maintenance arrears be claimed by a wife who has never been a dependent of her husband?

it is the duty of a husband to maintain the family of which the wife is inclusive, regardless of the fact that the wife is not a dependent on the husband, it does not preclude the husband from performing his legal duties, therefore his failure in providing for maintenance even though the wife is not a dependent will be a breach of the law and the wife can therefore claim same.
