This policy recognizes a child as a person below the age of 18 with UN convention on the right of the right fourth republican constitution of Ghana and the children acts 1998. It takes into account how a child is defined in ghanian context in relation to the family and concept of childhood.

Thus a child is one dependant on an adult for the necessaries of life. It's comprises law and policies and structures designed to promote the wellbeing of children by ensuring safely and protection from harm, achieving permanency and strengthen families to care for thier children successfully. It understand that a child is an integral part of the family as such it cannot be separated from that of the family concerned with both formal components of a child and family welfare system.

Welfare defines as guaranteeing the availability of the basic necessities of life as well as minimizing the level of violence and neglect. To safeguarded when certain human and financial resources as well as psychological and material condition to provide a reasonably comfortably and secure living are assured.
