ONYEKACHI AJA OTISI, J.C.A. (Delivering the Leading Judgment): The Respondent, in this appeal, was initially employed by the Appellants on 25/7/1989 as a patrolman in the office of the 2nd Appellant but later offered a full-time appointment as an Assistant Security Officer in the 1st Appellant’s Division of Agricultural Colleges on 12/2/1999. The two appointments were merged with effect from 27/7/1989 by the 1st Appellant’s letter of 1/2/2001.

The Respondent received a query, dated 2/11/2016, from the Appellants in which he was accused of gross misconduct based on an anonymous letter that the Appellants had received. The Respondent responded to the said query. The Respondent was invited to appear before the Joint Council and Senate Committee on Senior Staff Disciplinary Matters, which he did.
