BULKACHUWA JCA (DELIVERING THE LEADING JUDGMENT): This is an appeal against the decision of the Adamawa State High Court Coram B. S. Bansi, CJ delivered on 12 October 2009. The 1st - 22nd respondents as plaintiffs before the lower court by a writ of summons filed on 18 May 2009 initiated the action giving rise to this appeal against the appellants, the 23rd and 24th respondents as the defendants wherein they challenged the law passed by the 1st appellant/defendant, the Adamawa State House of Assembly, on 11 December 2008 known as the Adamawa State Local Governments System Establishment and Administration (amendment) Law No. 6 of 2008, which reduced the tenure of Local Government Councils in Adamawa State from two and a half years to one year.
