In the amended statement of claim Plaintiff claim to be operating a printing press as a sole proprietor under the name Kwahuman printing press. With Defendant as a leading teaching hospital in Ghana it invited him sometime in February, 2013 to submit a sealed bid for the supply of printing items being NHIS Form J, Post Mortem Forms, Operation Record Forms and Costing Sheet. Plaintiff claim to have duly complied and his bid accepted to supply 150,000 NHIS Forms J which he supplied all the quantities he was asked to supply and provided a waybill and a final invoice for an amount of Ghc31,000.00 for which the head of Procurement in Defendant establishment instruct…
