TANI YUSUF HASSAN, J.C.A. (Delivering the Leading Judgment): This appeal is against the judgment of the Federal High Court Abuja delivered on the 24th day, of May, 2016 in Suit No. FH/ABJ/688/2014.

The respondent as plaintiff had taken out a writ against the appellant over a change of requirements for the registration of Bureau De Change (BDC) with the appellant.

The claims upon which the case was heard were contained at pages 14 - 15 of the record as follows:

1. Declaration by the Honourable Court that the Defendant unlawfully reversed the requirements in respect of Bureau De Change registration after the plaintiff has fully complied with all the requirements.

2. A Declaration that the said reversal of the requirements amounts to a breach of contract which has caused the plaintiff to incur a lot of wasted expenses.
