UWAIFO, J.C.A. (Delivering the Leading Ruling): The appellants (now respondents in the present application) sought and were granted leave ex parte under Order 37 Rule 3(1) of the Anambra State High Court Rules 1988 and the inherent jurisdiction to move against the respondents (now applicants herein) for 

A. An order quashing the decision of the Commissioner for Special Duties, Anambra State contained in the Public Service Announcement dated 28th July, 1989 dissolving the Achalla Improvement Union.

B. An order staying further actions of whatever nature by the respondents in respect of or relating to or connected with or otherwise pursuant to the said Public Service Announcement pending the hearing and final determination of the substantive application or until the court otherwise decides.
