RULING
The applicant Edwin K. Too seeks an order that he be granted leave to file a notice of appeal out of time “against the ruling of the High Court at Eldoret S.M. Kibunja, J. on 13 th November, 2019 in E and LC appeal No. 6 of 2014.” It is obvious to me that the said ruling was by the Environment and Land Court, not the High Court, and it is a sign of careless drafting for the two courts to be confused and conflated.
