ABBA BELLO MOHAMMED, JCA (DELIVERING THE LEADING JUDGMENT): This is an appeal against the ruling of the High Court of the Federal Capital Territory, Abuja, delivered by Hon. Justice S.B Belgore on the 22nd August, 2022, wherein he dismissed the Appellant’s application. Before the lower court, the Appellant, who was a 3rd Garnishee against whom an order absolute was granted on 4th July, 2022 in a garnishee proceeding, filed Motion No. M/9022/2022 on the 6th of July, 2022 which is contained at pages 300 – 330 of the Record of Appeal, seeking the following reliefs:
