KOLAWOLE, J.C.A. (Delivering the Leading Ruling): On October, 30 1991, Jennifer Madike and Doris Obi were convicted at a Lagos State High Court for the offences of a conspiracy, forgery and uttering. Each of them was sentenced to three years imprisonment with hard labour. Both of them appealed against the said judgment to this Court. Their appeal is still pending. On 11th March 1992, this Court admitted Doris Obi to bail pending the hearing and determination of her appeal. In the Ruling of this Court in that application, it was observed as follows:-

"It has been contended that the appellant has already served six months in prison and that the three years prison term is likely to lapse by October, 1993. The record of appeal has so far not been transmitted to this Court. In the cause list of this Court attached to the application for September to December 1991 Exhibit Mo4, it is quite clear that there is very heavy congestion in this Court.
