INTRODUCTION

[1] The applicant comes before this Court by way of Originating Motion dated 21^st November, 2014 seeking certification, as a “matter of general public importance” in respect of an intended appeal arising from the Judgment of the Court of Appeal delivered on 8^th October, 2013 in Civil Appeal 216 of 2004.
