JUDGMENT 

Plaintiffs were at various dates appointed to various positions with the Legal Aid  Board and have since remained employees. By letters dated 1st February, 2013, (exhibits H, J, K, L, M and N) from the Office of the Public Services Commission (PSC), Plaintiffs were promoted to the grade of Regional Directors of the Legal Aid Scheme on trial for one year, with notional effect from 1st July, 2005 and substantive effect  from 7th October, 2012. Subsequent to the promotion letters, the PSC issued  another letter dated 27th February, 2014 revoking the promotion letters to  Plaintiffs that is, exhibits H, J, K, L, M and N. The reason given for the revocation of  the promotion letters was that, the PSC’s attention had been drawn to the fact that,  the salary and other conditions of service attached to the position of Regional  Director, Legal Aid Scheme quoted in the promotion letters were not approved by  the Fair Wages and Salaries Commission (FWSC).
