FABIYI, J.C.A. (Delivering the Leading Ruling): Vide the motion on notice dated 12-3-99 and filed on 18-3-99, the Appellant/Applicant prayed for the following orders:-

"(i) An order pursuant to Order 7 rule 2 CAR with particular reference to order 3 rule 9 thereof, permitting the appeal herein to be heard on the Records herein compiled and marked Exhibit one, together with any other such papers or documents/processes as the Court may direct.

(ii)An order pursuant to order 6 rule 13 CAR waiving compliance with the provisions therein for the filing of Briefs or abridging the periods provided under Rules (1), (2) and (4) thereof.

(iii)An order for accelerated hearing of the Appeal."
