RULING

On 16 December 2022, the Applicant flied the instant application before the court. The Applicant per the contents of his application is praying the court for leave to enforce the settlement agreement between the parties in mediation proceedings between the Applicant and the Respondent.

The motion is supported by affidavit and exhibits. The relevant paragraphs are reproduced below:

 3.  In or around January 2019, Engineering Services Provision Company Limited (ESPCo) and Collision and Associates (C&A) established an unincorporated Joint Venture (JV) to develop, prepare and submit proposals for the contract to “Design, Review and Supervision of the STEAM/STEM/B-STEM PROJECT” under the Ministry of Education (MOE) in which ESPCo was the lead Consultant.
