MUSDAPHER, JCA (Delivering the Lead Judgment): The Honourable Minister of Works and Housing has filed an appeal against the ruling of the trial Judge delivered in suit No. FHC/ABJ/CS/104/2000 on the 30th of June, 2000. He has now filed a motion praying for. “AN Order directing a departure from the rules of this Honourable Court so that the appeal filed may be heard and determined on the bundle of documents filed herein and marked as “Exh. MUW l” in the affidavit of Afam Osuigwe, Esq., and such additional documents as the parties be ordered or advised to file. AN Order abridging time for filling of briefs of argument in this matter.
