MODUPE FASANMI J.C.A. (Delivering the Leading Judgment): This is an appeal against the judgment of the Oyo State High Court of Justice in Suit No.1/488/07 delivered on the 3rd of March, 2011, dismissing the claims of the Appellant in its entirety.

The reliefs sought by the Appellant against the Respondents jointly and severally are as follows:

(a) DECLARATION that the Plaintiffs July, 2005 electricity bill arbitrarily and negligently increased and over billed by N5,000.00, which should be rectified, normalized and reconciled by the Defendants.
