MUHAMMAD, JCA (Delivering the Lead Ruling): The applicant herein is the appellant in the substantive appeal. He filed a motion on notice asking for the following reliefs: “1. Leave to file and use as supplementary record of appeal the record attached herewith and marked exhibit P4.
