Plaintiff was an employee of 1st Defendant, the latter being the Director of the  Bureau of National Investigations and the 2nd Defendant is the Attorney General. 

Plaintiff’s case is that sometime in May 2007 as part of his work schedule he  wrote reports on the “School Feeding Programme and the role of the District in  the award of contracts”, “The role of the District Chief Executive in the attempted  destoolment of the Omanhene of Nkoranza Traditional Area” and “The Poor Relationship between the District Chief Executive and the Member of Parliament”  for the area. Plaintiff contended that part of these reports leaked to the District  Chief Executive who came to Plaintiff’s house to confront him. Plaintiff averred that subsequently the District Chief Executive placed sanctions on him and  electricity and water supplies to Plaintiff’s house were disconnected.
