(Delivering the Leading Judgment): The 1st respondent was the applicant in Suit No. FCT/HC/CV/2644/2015, instituted in the High Court of the Federal Capital Territory, Abuja, wherein he applied for the enforcement of his fundamental rights by seeking the following reliefs:
