JUDGMENT
By an application for judicial review filed on 21st December 2015, Strong Firm Co. Ltd (the Applicant) is asking this court to make orders in the nature of mandamus and prohibition, ultimately for the purpose of recalling and revoking the grant of the quarry license to QLC Ltd (the 3rd Respondent) by the Minerals Commission (2nd Respondent), and restraining the Environmental Protection Agency (4th Respondent) from granting a permit to QLC Ltd. The 1st Respondent is the Attorney-General, a nominal party to this present application.
Although Summabe Plant Ltd does not appear as a party to this application, as far as the title of the application goes, Summabe
Plant Ltd will feature prominently in this decision, because they originally owned the right or license to operate at the Sedom site, which is the subject of the present application.
