AYOBODE OLUJIMI LOKULO-SODIPE, J.C.A. (Delivering the Lead Ruling): The 1st Respondent herein, as plaintiff before the Federal High Court instituted an action by a writ of summons which issued on 27/5/2004 against 4 named Defendants namely (i) Federal Housing Authority; (ii) The Honourable Minister, Ministry of Housing and Urban Development; (iii) The Attorney-General of the Federal Republic of Nigeria; and (iv) The Attorney-General of Imo State. The 1st Respondents claims against the above-mentioned Defendants (now 2nd 4th Respondents in the motion details of which I will later set out) as set out in paragraph 18 of the amended statement of claim are as follows: -
