1. These Rules may be cited as the Public Health (Tents and Caravan Sites) Rules, 1960, and shall apply to such areas as the Minister may, by notice in the Gazette, direct.2. In these Rules, unless the context otherwise requires—“occupier”, in relation to a tent or caravan, includes any person who for the time being is in charge thereof;“offensive matter” includes both liquids and solids;“owner”, in relation to land, includes any person or agent acting on his behalf for the time being in direct control of the site whether he lives on the site or not;“owner”, in relation to a tent or caravan, means the person who owns the tent or caravan and includes any person or agent acting…
